Located on the northeast shore of Green Mountain Reservoir, the Cow Creek Campgrounds are undeveloped campgrounds with vault toilets and a stay limit of 14 days. The Cow Creek Campgrounds sit at an elevation of 7,954 feet. Campsites at Cow Creek South can now be reserved. Cow Creek North campsites are on a First-Come, First-Serve basis. A FEE WILL BE CHARGED. GREEN MOUNTAIN RESERVOIR/CATARACT LAKE RECREATION MANAGEMENT PLAN Since 1943, recreational development on and around Green Mountain Reservoir and Cataract Lake has evolved with limited long range planning. Some plans have been drafted, but never implemented. The management to date has been generally satisfactory, however, increased use, conflicts among user groups, conflicts among recreation uses, lack of consistent funding, and resource impacts indicate that a long-range plan is needed.
